When a construction team closes out a project, they hand over O&M manuals, shop drawings, warranty letters, and commissioning reports, written by trades, for trades, and organized by construction discipline rather than by what a building operator actually has to do. The warranties are buried. The compliance deadlines are scattered. The capital costs are unplanned. The person left holding the keys has a filing cabinet, not a program.

Failure Mode 1: The template approach

Structurally correct, operationally empty. PM schedules with no tasks. Compliance calendars listing everything as TBC. It looks right on paper and is useless in practice.

Failure Mode 2: The trade dump

O&M manuals forwarded unedited. Technically complete, impossible to use. No operator can run a building from twenty volumes of trade documentation.

The flagship. We receive the contractor’s full closeout package and produce the complete operating program: organized, verified, and operational from day one. The standard engagement for owners and societies taking possession of new construction.

Closeout Package Engagement

Post-construction — GC, owner, or both

The same underlying work, structured to engage either side of the closeout. A general contractor uses it to clean up the closeout package and clear holdback; an owner uses it to actually run the building; sometimes both at once. When we work for both, both sides know. The independence is structural.

Full Project Lifecycle

Issued-for-construction through warranty — owner

The premium tier. We engage at the IFC drawing stage, build the program as the building is built, capture documentation as it arrives, and deliver a substantially complete program at closeout, then carry it through the warranty year. For owners planning ahead.

Forensic Audit & Discovery

Existing building — owner or operator

For buildings already operating without a proper program: built in phases, recently acquired, or never documented. We reconstruct the record from whatever survives and flag what didn’t. Begins with a paid scoping assessment, so both sides know the scope before committing.

A 4-storey, wood-frame, all-electric seniors residence, BC Housing-funded, in the BC Interior. We built the complete operating program from the building’s own closeout package.
